there must be bullets/rockets draining weapons, but not deal damage
it would be good for lvl 30s

No no and no.
This would never work, it would just make more balance issues, what if someone has a build that mostly depends on rockets/bullets ? most of the physical players at level 30 need 120 bullets in their build and still struggle against kitters. this would make it impossible. Sorry to be so negative but i don't see anyway this could work.
