Yes technically they can recharge their shield... But.. At most they can make.. 5 energy a tick.. If they're converting 15 energy would be incredibly rare... For 12 ticks that's 60-150 not giving them nearly enough to recharge their shield over and over... And whoever is converting all their resources to keep a shield up has problems lol:)
