With all the puch back weapons in the higher levels i think something like a "position lock" add on is required. It would cost one action point to lock your position which then makes you immune against being pushed back.
If you want to move (or teleport) you have to unlock the position lock with another action point.
The position lock could also have a certain amount of "health" points which means everytime it got hit with a push back effect a health point is removed. It the health reaches 0 the positon lock effect is removed.
What do you think?

would the health loss be affected by grappling hook as well

Grappling hook would reduce the health but I would say but instead of puling the other guy to you you pull yourself to the other guy just like you would charge but without the bump.

I think the position lock would be a interesting idea but it would add too many variables to my liking personally X: especially since I rely on being able to knock my opponent about at will

You could just reduce the knockback by one, after the third negated knockback the effect is gone. As ability of a leg-part it could be rated with reduced movement.
