I took an op. The guy that it originally belonged to is attacking it with 23 squads, at ETA 6. But one of my members is sending a dragon at ETA 6 and moving 20 squads, also at ETA 6. The dragon will only damage the other guy's units, right?

Since everthing is landing in 6 ticks, no one will be harmed. Not you or the other guy, although there will be radiation.

as far as i understand the situation, the guy who doesn't belong in your alliance will be harmed not you and your ally because the dragon comes from your member, and since all of you will land in the same tick a battle will occur, which is in your favor.

did i understood the situation right?

no, if u send the nuke at the same ETA at anyone's squads, the nuke won't damage those squads.

It doesn't matter who the target belongs to, it doesn't matter who's squads will be landing, nukes affect anyone's squads in the same way. The damage done by a hostile nuke is the same as a damage done by an allied nuke.

Your allies' squads won't be damaged. But the radiation might damage it.

I blame all this confusion on the wiki. The explanation there is too convoluted.

Nukes hit everything on the op/colony when it arrives.
Nuke movement is calculated before squad movement.

Just read the wiki, guys.

A nuke will damage:
1) any and all units on the op when the nuke hits
2) any and all squads attempting to leave the op when the nuke is eta 1 from impact
3) spies

A nuke will not damage: squads arriving either on-time with the nuke or after the nuke
