I'll take a wild stab here, and say that those jars possibly have some nasty neurotoxins in them.

After all, what do police routinely do when they cannot safely disarm a bomb, or other device? That's right, they try to safely detonate it. Which means that if those jars of liquid are jars of chemical or biological death, then evacuating 5 apartment buildings will mean next to nothing.
