Wait. I thought the level at which you get Range 4 is less now. For example if you got range 4 at say 500 XP, now you might get it sooner. That was my understanding. Range 5????

You used to get +1 range at level 12, right? Now you also get +1 range at level 6. Meaning you'll get +1 range twice if your unit reaches level 12... giving ranged inf +2 range, or 5 range.
