You can only transfer red tokens with people that are on the same world as you. Click on their colony and select their profile. Then click on the big red T, select the amount of tokens you want to send and hit send.

Dawn pretty much said it all.

Note that unfortunately you cannot transfer blue tokens to other accounts.
