When I look here:

Or any of the other server rankings, the power scores/ranks are boosted up by one rank. Meaning even though someone had over 300 power, they only had the crossed swords and the silver star. Like I had 249 power, and normally that is 4 gold stars, but I have only 3. It's the same on the other ones I've looked at.
