A settlement allows you to gain more workers (popluation). Without any you can only have up to 500 workers. Each settlement increases your capacity by 200. 1000 is the max capacity no matter how many settlements you have.

Also settlements allow you to relocate. You must first build an OP, then upgrade it to a settlement before you can relocate to that location.

If you didn't know, you'll need to build lvl 3 food to unlock the settlement upgrade.
