Yep. Which makes relocating during a fight... (which was already a hail mary pass) now practically vain. Unless you've got some energy to boost your protection and you're spy at home to cover your butt.... But then you don't have much for your shield now do you? And those two squads do die rather easily...

Always always always have at least 200 ticks more spy prot than the current tick. 500 energy will give you 1250 protection ticks. Assuming you use covert ops to do them. So...lvl 5 energy is quite useful actually.
