Say I Start building a vehicle, it takes 4 ticks to build and there is an incoming squad hitting my colony/training base in 4 ticks. Will that vehicle fight in the battle?

No they wont Misaka. Only if the ETA for the attack matches or exceeds the time left for the squads to be completed is when the newly built unit/s participate in the defense.
