I am the minister of intel but when I try to mark an alliance allied or hostile, I get a text at the bottom right of the screen saying ERR_RULER_NOT_LEADER. This is a bug from the new updates i think.

I just tried it out on M4, same thing happened

EDIT: I'm MoFA on another world, same thing happens as well
