I am not entirely sure how the new health system works, to be honest.
Any idea on what world this was ?

Do you still have units not healing on the relic? I'll test this in the RC world to double check but it shouldn't be a problem...
Is/was the relic moving?

Their health is back now. The relic hasn't moved for at least 100-200 ticks.
