Ok... If you go to Alliances... it will say... :!: NO Alliances ever made :!: When in fact... there are some... and the tick counter is at 00:00 and it's stuck... sooo yeah... HELP!!!

It's not a bug, it's normal; ticks are stuck for the first few hours of release. Alliances don't show because they only appear a tick after they were made, and seeing as the ticks are frozen, they don't show.
