You gain workers every few ticks. The number of workers you get depends on many things.
How many conquers you have, how many units you have, what level of Farm structure you have....and some more.

Open Colony, on the upper left corner
Then management Tab
There you can see how many workers you will get in X ticks.
And beneath, you can see Why you get those workers
Units, outposts conquers etc...
