I'm going to try and assume you're trying to capture either the well or mine. If that's the case then you just have to send a squad over and it'll belong to you once captured. Another note is that no enemies start there and you can't attack from there.

Simmen you might need to translate that, assuming it translates well to him. My translates don't work

If by settle you mean established or created...

Then no. You cannot create Oil Wells or Metal Mines. It's the Administrator who does that.

If by settle you mean conquer...

Then just use your squads to attack the Oil Well or Metal Mine. You can not attack from an Oil Well or Metal Mine though.

( If you have trouble reading in English then let somebody translate this. )
