I can't launch a missile on earth from a missile base that has units on it. I can't "select" it. Please help!

you can

A) go to toogle visibilety
B)choose the nuke from orders section

hope any of those work out well :)

You can also look in your Orders list, which lists units/ships and nukes/dragons.
