I worked with him only to come to the conclusion that the temporary internet he is using in his current travels is the culprit. I was able to verify that the client was working fine from inside of his account, and was also able to get more insight into the avg ping time of his current network.
Despite our best efforts, we were unable to fix the issue, which I am now certain is connectivity-related.
I think when he returns home from his travels, he will find his account working normally from there.
