You don't know what goes on in their lives, and really, there's like 5 mods right now so Tom doesn't need to look at any applications or anything, therefore he doesn't really need to be active. Try talking to some other high up person like an admin. Chances are they know Tom's skype and stuff.

In reference to getting paid, all of the work I do as HM always has and always will be entirely voluntary.
