I am a new guy, so i dont know many things about this game.
What is a settlement? What gives settlement to me?
I hope someone will tell me that. Thanks for answers.

A settle ment is a outpost converted into a type of farm
it allows you to relocate and increases population

This the answer? So a settlement is just like a "normal" op from previous client but needs to be upgraded to have these two features?

Yes its an upgraded outpost that increases your population cap. Also can be used to relocate to or force relocate a conquer.
