Well Syed's happened at tick 41 which can be seen in the screenshot. Mine was at the start of the era. These are the only two cases I know of and they were all on neutral mines.

I've only ever noticed this bug with attacks launched before the ticks start. However the picture shows the ticks are in it's 40's so it doesn't seem to be the very start of eras in this case.

Abeyant's time this happened at Mine while it happened to me when i attacked a un-upgraded op. that was not a mine...
