You can't any faster than per tick. But some ways you can get more resources...

Conquer other players.
Capture and downgrade/raze other player's OPs
Capture crystals
Build higher level Food, Oil, and Metal structures
Vote for BD every 24 ticks
Buy tokens to get bonus packages.
