What are the point of outpost? Do I want to make them towns or raze them?

Outposts (OP) give you the ablity to travel distances in shorter time and less oil than if you were to capture OPs to your destination.

You can also upgrade your OP to a radar, gate, settlement, silo, and training base. If you don't need the OP or would like a little more resources you can raze it to gain 300 metal & oil.

When in my oupost is upgraded to setlement, How increase the population, I mean, my colony can t grow any more, how can I move the population of my colony to this new setlement?

Settlements expand your population capacity. You don't need to do anything but build an OP and upgrade to settlement.

If you click on Colony then on the left menu click management. On center-top you will see that your limit has been increased by 200 for every settlement you build.

You can only have a max popluation of 1000, no matter how many settlements you build. So all you need is 3 to reach 1000. Also on this screen you'll see how many workers you will get in how many ticks.

This number increases as you build higher level food structures.
