you lose that settlement, your max popluation capacity could go down by 200. The conquered colony will be liberated. HIs control ticks will start over. His previous location will become your OP.

I'm not sure if they would lose oil.

I haven't had to relocate any conquers yet, but I thought the OP left behind would be the conquers. Since if he has units there, it would be silly for them to float on his conquerers OP.

You lose the conquered colony. His old position becomes your new settlement.

I think the relocated colony loses half of their oil as well
