Why was it implemented and then taken out right away? Yes it was a bad idea, so why was it implemented in the first place?

so two questions, why take it away, why implement it in the first place?

idk the reason, but if it's true a bad idea. Then it must be that the dev team didn't see the bad or think it wasn't that bad to begin with. Like the emergency cooldown update.
