What does it mean by Target lockdown with a red looking shield around the outpost or colony.

For as long as the target is locked down (3-6 ticks), units can not move out of the op/colony. This action is the result of the spy operation Lockdown.

Thanks cuz i dont really use spies that often or fully build spy structures to enable that.

Yup, extremely convenient when attacking a colony with a large amount of troops. Without lockdown they can simply move their units elsewhere and live to fight another day (very annoying!).
