I asked people in-game about this and they say the person is liberated but one of my conquers joined my alliance and was still conquered! I still got tax to!

They will and should liberate themselves once they join into your alliance because you can't conquer your own teammates.

Thats weird.....
If someone is conquerd, they should be liberated when they join your alliance.
