Lets say... in simple words they are leftovers...
They can be attacked and in such case you'll get what they have inside. They can have many things, Metal, oil, workers, energy or blue tokens

Mines only help you with resources; they do not give out score boosts.

If you capture a wrekage, you can get items varrying from your basic resources to tokens.( blue )
On a ufo, you can get about 7-10 blue tokens, but on a wrekage you can get 70 tokens, possible more.
A resource outpost is basicly a small boost in resource production. It doesnt do much though.
