What exactly is the suggestion here?

I'm guessing to only be able to use resistance kits in the first move of the game. That way halfway through the game you can't use resistance kits when you realise you're starting to lose.

Anyway, I would vote no. I think games where you pull out resistance kits last minute (if both of you have them) are the most interesting games on SM. Since kits are rare now, people won't want to waste them either so it's all that much more interesting.
