A teleport is a form of movement, thus would only be used in the movement phase, not the firing phase when you would use a weapon...

Someone playing at level 33 already has a 2 to 1 advantage in grappling as it is over someone playing at level 32. You're talking about a tiny cross section of battles. People that fight at levels 30-33. And that can easily be remedied by making all grappling attacks either 1 use or either 2 uses per battle...

Voted no. You make your moves based on your opponents moves to somewhat counter them. This idea is more of a guess game. Sure it's already been mentioned somewhere just cba reading through it all ^_^
