how about weapons that don't deal very much damage but drastically drain energy from or raise heat on your opponents?

That kind of weapons already exist but there isn't a lot of them and they are just rarely used by anyone so you see them rarely in battle. So you can look for them in the shop and you'll see them.

Basically every weapon that has limited uses per battle (1-3 uses) either has higher normal or special damage than other weapons around it's lvl or have a massive kickback.

For example:
Shield Breaker, lvl31, 10-20 dmg, -65 energy, -20 energy per use, 1 use only.
Pitchfork, lvl38, 90-100 dmg, -5 energy, -15 energy per use, 2 uses only.
Devastator, lvl46, 125-160 dmg, 6 knockback, 2 uses only.
Cooker, lvl52, 19-26 dmg, +72 heat, +36 heat per use, 1 use only.
Lava, lvl62, 62-92 dmg, +40 heat, +10 heat per use, 3 uses only.

Though, there is atleast 1 such special weapon that isn't limited by the usage amount. That weapon is EMP Launcher (all it's 3 variants).
Specs:
EMP Launcher v1.0, lvl13, 16-24 dmg, -20 energy, -4 energy +4 heat +5 rockets per use.
EMP Launcher v2.0, lvl21, 20-30 dmg, -30 energy, -6 energy +6 heat +10 rockets per use.
EMP Launcher v3.0, lvl32, 30-48 dmg, -40 energy, -8 energy +8 heat +15 rockets per use.
