How about a 30 or 40 second first clock? Then a 20 second clock for the rest of the game...
The first 30-40 second clock will allow you your strat time and a look at opponents weapons. Get a feel for what you'll need to do...
The 20 second clock for the rest of the battle is a good option in that, after all, this is an arena based fight where you don't have time to strategize, just time to react and survive...

I would not mine if there was at least 25 seconds on the clock. But that does not seem like an option...

I'd go for 20 as it makes the game faster paced and I like that.
I do like the idea of a longer first tick to look at the enemies weapons. Also, as the vote is pretty much split down the middle, it would seem like if we have to have a fixed time for all ticks, then 25 would be a good value.
