Sadly spamming isnt against the rules completely. Correct me if I an wrong but you are allow to spam yes it is quite annoying but as long as you are not spamming because you were asked to or for tokens then in theory you could spam. No one likes it but it happens.

You forgot if you enter a world specifically to harass an alliance, not allowed to do that one either.

Didn't know the ToS has been changed.

Still, i took a quick look at ToS and found few points of intrest:

2.2 User Conduct
2.2.4 Bullying
2.2.7 Invasion of Privacy

2.4 User-Generated Content
2.4.2 Public Chat
2.4.3 Offensive Content
2.4.4.1 Spam
2.4.6 Offensive Material

There may be some more ToS rules that can be applied regarding the chat spamming in SM but i think these should do for now.
