as told b4 take GIMP 2 & Paint if you are getting into editing

to simple editing/coloring/framing/pixel art in MS paint

adn then add filters/shadows/layers in gimp

i did my avatar and sig on GIMP



and then take a step to Photoshop .. crack it and be awesome 8-)

I believe in GIMP you just create one image, then put another layer on top of that with the desired movement, as per traditional animation methods.
