And i think the line should be drawn at the point where who ever lost metal/conquers/tokens as a direct result of the down time; not someone who was going to attack some one else, or some one that "might" have defended their colony; should be compensated.

But it is hard to draw the line which is where the discretion and professionalism should have been put into practice.

Not my job to decide how that is moderated.
