Liu Bei doesn't have the talent for an officer, he's good as a ruler, but have no fighting skills and strength be a powerful officer.

i never even heard of Dynasty tactics lol
I just believe that Zhang Liao was far stronger then Zhang Fei.
Reasons:
1. Zhang Liao was a dead match for Guan Yu.
2. Guan Yu was stronger then Zhang Fei.
3. Zhang Liao could inspire his soldiers, and lead them. (enough so as to defeat 100,000 men with just 800)
4. Zhang Fei got betrayed by his own men...
So, i think it stands to reason that Zhang Liao>Zhang Fei.
and as we all agreed, Liu Bei kinda sucked as a fighter.
(and i've never used him with the twin swords, but i will once i get my copy of DW6E)

(and i've never used him with the twin swords, but i will once i get my copy of DW6E) actually Guan Yu and Zheng Fei trained with each other all the time and were the same and on top of that Guan Yu has a bit of an edge over Zheng Liao

i've never heard of them being on the same level, it was always Zheng Fie was a bit behind.
And i would have to argue that Zhang Liao was always a bit above Guan Yu, considering Zhang Liao on multiple occaisions forced Guan Yu to retreat. (or, Guan Yu retreated in their battle due to other reasons)
