Just make them stay in Jail, but give them a few things and treat them humanely. No solitary confinement or anything. Allow conjugal visits etc., Have some programmes designed to teach people some skill, and help them not become institutionalized etc., I dont know if that would work everytime, but I think when an animal is caged, it gets even wilder. Sort of works like that, today's prison systems. Based on good behavior give them little perks like umm, say good food once in a while? Well not sure if all of my humanitarian stuff will work, but just throwing it out there

Well, if you didn't use capital punishment in China, with the mass population you get a large amount of prisoners, so the huge amount of prisoners would undoubtedly be a huge strain on the state, no?
